Default A way to improve mesmer PVE

Change Fast Casting to give mesmer some push to PvE, it may give a big push to mesmer in PvE while allowing them to stay balanced in PvP.

When the target dies under the effect of any hex casted by you, the hex is instantly recharged. For every 3 level of Fast Casting, you gain 10% of the spell’s energy cost. Sort of like a mini-assassin promise.

It won’t break PvP as target hardly ever die there, for PvE, it solves the problem the mob die too often, and it also solve a lot of energy problem when it happen.

Alterntatively:

When the target dies under the effect of any hex casted by you, the hex with the remaining duration is transferred to the enemy’s nearest ally

/signed for the 10% spell/skill cost energy recharge.

Has some simple promise and gives a bit more benefit for being a mesmer primary.

Fast casting is fine in PvE. The only issue i have with playing mesmer in PvE comes when you kill a mob fast, move onto the next, and your skills are still recharging.

A nice solution could be adding the following line at the end of some mesmer spells:

"This spell recharges 50% faster if cast on a foe of a higher level than you."

Wont effect PvP or lower level area's, but gives them a nice boost in high end area's with foes at least lvl 24.

Would be nice on cry of frustration etc
